Jack and Walker race to save the First Gentleman, who has been captured by Dubaku and is being used as a bargaining chip; a wary Moss helps Jack; and Walker questions her actions.
Agent Vossler delivers a bound and gagged Henry Taylor to the rear entrance of a greengrocer, where he is taken to the basement to await Dubaku. Once the Colonel arrives, he prepares to call the President. Jack, Walker, Bill, and Matobo enter the subterranean tunnel leading to the White House, and are taken to meet the President. She and the Prime Minister embrace; a confused Taylor demands an explanation. Jack says that Juma and Dubaku are exerting influence on members of the government and federal agencies in order to undermine her policies regarding Sangala. Bill says the conspiracy is so deep that he couldn't risk involving any federal agencies for fear of scaring the conspirators underground. Jack says the only one who can identify all the traitors is Dubaku; and Bill knew the best way to catch Dubaku was to lure him out of hiding using the CIP module as bait. Taylor is dubious, but Walker backs up the whole story. Jack says they need to be able to continue their mission under the radar, but they need her help. The conversation is interrupted when Dubaku calls. He tells the President he has her husband. He again demands the pullback of troops from around Sangala, and adds that he wants Matobo to be delivered to him by four o'clock… or Henry dies. He warns the President not to try and find her husband, adding that he will know if she does. He punctuates his point by cutting off the First Gentleman's finger. Kanin says that Secret Service Agent Gedge seems to have been involved in Henry's abduction, which confirms Jack's corruption claims. Jack says he and Walker can stay off the grid, and try to rescue Henry, but the President needs to appear to be giving in to Dubaku's demands. She agrees. Jack and Walker need access to Agent Gedge's file. Unable to go through proper channels, Walker suggests they ask Larry Moss for help. Jack is doubtful, but Walker says Moss can be trusted; she calls, and brings him up to speed. Moss is still suspicious of Bauer, but grateful that Walker is alive. He agrees to help.
At the Capitol Reflecting Pool, Moss meets with Walker and Bauer. They determine that Gedge was working with Vossler, who they learn is ex-Special Forces. Jack says the only way they will convince Vossler to talk in time is to threaten his wife and child; he tells Walker to go to the family's home while he finds the agent. Moss can't believe what he hears, and is even more shocked when Walker agrees to the plan. In the basement of the greengrocer, Elimu works to stop Henry's hand from bleeding. Dubaku's phone rings: it's Marika. She wants to make sure he ("Samuel") is still coming for dinner; he says he probably will have to work. She is disappointed but understands. Marika hangs up. Her wheelchair-bound sister Rosa enters. She doesn't trust "Samuel," and says so. Marika says she doesn't need her sister's protection. Moss gives Jack Agent Vossler's last location, and tracks his vehicle. Walker arrives at the agent's house, and pushes past his wife. With her gun drawn, Walker handcuffs Carol Vossler to a table. Moss directs Jack until he has a visual on Vossler's car. Jack accelerates, and hits Vossler's car broadside. He pulls the agent out of the car, and drags him into a hotel lobby. Jack asks Vossler about the First Gentleman, but as expected gets nowhere. Jack calls Walker, who puts her phone on speaker. Vossler hears his wife's screams as Walker threatens the couple's baby. Vossler gives in, and tells Jack where Henry is being held. Jack is distracted, and Vossler pulls a knife. The two men grapple, and Vossler is stabbed and killed. Jack exits the hotel, pulls his gun, commandeers a civilian's car, and drives off.
In the White House, Bill helps disguise a Secret Service agent to look like Matobo, hoping the ruse will convince Dubaku that they're cooperating. The look-alike agent gets in a limo, and a satellite tracks their route. Jack calls Walker, and gives her the greengrocer's address. She seems quite disturbed by the lengths she went to in threatening an innocent woman and child, but Jack convinces her that it was the right thing, and had to be done. In the White House Bill tells the President that Jack has a location on her husband, and the two agents are en route. Walker calls Moss, and tells him about Jack killing Vossler. She asks him to help keep the agent's death under wraps for the time being. Moss is disapproving, but agrees to help. In the greengrocer's basement Dubaku learns that his demands are being met. His phone rings: it's Rosa, Marika's sister. She knows he is lying about his name. She has learned that no one named "Samuel Abboa" has immigrated from Sangala in the past fifteen years. She says she is willing to keep his secret as long as he stops dating her sister Marika. Dubaku hangs up the phone, grabs his gun, and says he has a problem he needs to take care of. Walker arrives at the greengrocer, and waits for Jack, who races through traffic. The Secret Service limo arrives at the rendezvous point: an abandoned power plant. Dubaku's man orders Matobo out of the car, but Bill (who is watching on satellite with Kanin and Taylor) tells the agent to stay put in order to buy Jack a few more minutes. Elsewhere, Dubaku's phone rings: it's his man, reporting that the limo has arrived, but Matobo isn't getting out. Dubaku smells a rat, and tells his man to destroy the limo. At the power plant a man raises a shoulder-fired missile, and fires, destroying the limo. Jack arrives at the greengrocer, and he and Walker make their way to the basement. Elimu's phone rings: it's Dubaku. He gives the order to kill Henry Taylor. Walker is spotted by one of Dubaku's men, and a firefight ensues. Three of the four guards are killed, but a wounded Elimu manages to shoot Henry in the chest before Jack kills him. Jack tells the First Gentleman that help is on the way, and calls for an ambulance.
