Dubaku uses the CIP module to commit a terrorist act on American soil as factions form in the Presidential Cabinet; Jack rescues Walker and regains her trust; and Henry attempts to turn the tables on his captors.

At the FBI offices Moss scrambles to locate the missing Agent Walker despite Sean's belief that she may already be dead. Bill and Chloe arrive at the construction site, and find Walker's body where Jack and Tony said she'd be. Bill performs CPR, and injects her with adrenaline. She gasps for air, and regains consciousness. They tell her they're working with Jack. Meanwhile, in a hangar at a remote airfield, Emerson, Jack, Tony, and Litvak wait for Nichols. Emerson tells Jack to get the Matobos out of the van; but as soon as Bauer turns, Emerson pulls his pistol, and grabs Jack from behind. Tony kills Litvak, and points his gun at Emerson. Emerson is confused by Tony's betrayal; Tony says he doesn't want to kill innocent people. Tensions rise, and Tony shoots Emerson twice, mortally wounding him. At the construction site Bill explains the situation to Walker, adding that the Juma regime has infiltrated several aspects of the government… including the FBI. Jack calls Bill, and says Nichols is on his way; he tells Bill to get to the airfield ASAP. Jack opens the van, and approaches the Matobos. He tells the couple not to be scared: he's here to help. Matobo and his wife are confused. Jack explains that he's after Dubaku, and he needs their help. At Starkwood, Dubaku tells Nichols to eliminate Emerson and his team. Growing impatient with President Taylor's refusal to withdraw US troops from Sangala, he decides to make good on his threat by using the CIP module to target Washington DC.

In the Oval Office, President Taylor learns that the NSA has detected a breach in the firewall: the CIP is again being used. Ethan continues to try and convince the President to accede to Dubaku's demands in order to avoid civilian casualties, but she refuses to negotiate with terrorists. In the hangar Jack explains to the Matobos that in order to locate Dubaku, he needs to deliver the Prime Minister and his wife. Matobo is willing to go along with the plan, but insists his wife be left out of it. Jack says that isn't possible. Alma Matobo agrees: she wishes to redeem herself for the cowardice she displayed in the safe-room. At Starkwood, Dubaku uses the CIP to put two airplanes on a collision course. He calls the White House, and gets through to the President. He says she missed the deadline to pull back troops, and tells her to look out her window. As she does, she sees the result of a mid-air collision. Dubaku says she has an hour to comply with his demands, or ten thousand more Americans will die. In the Cabinet room Taylor meets with her advisors. There is a growing consensus (sparked by Secretary of State Stevens) to do as Dubaku demands, but the President is still adamantly opposed to the idea. NSA liaison Tim Woods says the damage could be tenfold if the CIP is used to breach more sensitive installations such as power grids or nuclear facilities. Stevens adds that the US ground assault in Sangala will be useless without Matobo to hold the country together, but Taylor still holds hope that the Prime Minister will be recovered. The Secretary of State vehemently opposes the President's plan of action, but she tells Stevens to either get on board or resign. He walks out. President Taylor makes an impassioned plea to the others, explaining why she feels it is her duty to stand up to the terrorists.

Bill, Chloe, and Walker arrive at the airfield. Jack apologizes to Walker for not confiding in her earlier, and reasserts that until they find the government leaks, no one else can be trusted. Bill tells Jack of Dubaku's latest attack and newest demands; and Chloe affixes a transmitter to one of Matobo's teeth. At the White House, Kanin and Woods are desperate to change Taylor's mind. Ethan can think of only one person who might be able to sway her: her husband Henry. Henry Taylor sits in Samantha Roth's apartment, still paralyzed by the drug slipped to him by Agent Gedge. Outside the apartment, Agent Vossler arrives with Samantha. She goes in while Vossler waits in the car to keep a lookout. Inside the apartment Gedge stabs Samantha with a kitchen knife, killing her. Gedge's phone rings: it's Kanin looking for Henry. The agent tells him that the First Gentleman is meeting alone with Samantha Roth. Kanin is infuriated. He tells Gedge to get Henry away from her, and have him return his call immediately. After hanging up, Gedge puts Henry's fingerprints on the knife. Unbeknownst to the agent, Henry seems to be regaining some feeling in his hands. Nichols arrives at the airfield to find Tony alone. He asks about the others' whereabouts. Tony says they're dead. Nichols gives Tony his payment: a bag of Sangalan diamonds. Tony hands over the Matobos. Nichols' men try to take Tony out, but Jack has a remote sniper position, and he and Tony eliminate them. Despite the attempt on his life, Tony lets Nichols leave. As Nichols drives away, Chloe is able to track Matobo on her laptop, and the team prepares to follow. In Samantha's condo apartment, Gedge continues to stage the murder/suicide scene while Henry regains the use of his hands. Gedge makes a noose from a TV cable, and begins to lift Henry's body into place. Henry seizes the opportunity, and attacks the off-balance Gedge. The two men fall from a height and land on a table. While Gedge is still dazed, Henry chokes him to death. Meanwhile at Starkwood, Dubaku initiates an attack on a chemical plant, which could endanger thousands.
