Jack gets some info which takes his mission in a new direction, and puts him in direct conflict with the FBI; President Taylor learns who is behind the terror plot; and Henry Taylor gets startling news.
In the White House, President Taylor learns that Colonel Dubaku is in possession of the CIP. He has sent a recorded message threatening to wreak havoc on the US if American troops aren't pulled out of Sangala. Jack Bauer, Agents Walker and Moss, and a captive Tony Almeida arrive at FBI headquarters. Moss berates Walker for lying to him about following Tanner, and demands an explanation. She says the Bureau's security has been compromised, and she didn't know who to trust. Jack backs her up, but Moss' dislike of Bauer is quite evident. Regardless, Moss is convinced that there may be a breach in his department, and agrees to tighten up security. Walker tells Janis about the breach. She says to raise systems security to level four. In the analyst bullpen Sean is clearly distressed about the lockdown. At Starkwood, Emmerson tells Nichols about Tony's capture. Nichols thinks they need to proceed to the next operation without him. Dubaku says the American troops have not begun to pull out of Sangala, but Nichols reminds him that the President just got their demands. He urges patience. At the FBI Moss tells Walker and Jack about Tony's connection to the Juma regime. Jack says he can get the location of the CIP from Tony if he's allowed to conduct the interrogation. Moss agrees. Alone in the interrogation room, Jack confronts Tony, who says the only thing that ever mattered to him was taken by the government when former President Logan killed Almeida's wife Michelle. Tony mentions Teri and Audrey and Kim; he blames the government for what happened to all of them. Jack goes ballistic, and grabs Tony by the throat, demanding to know where the CIP is. While Jack is in Tony's face, Tony whispers two words in Jack's ear: "deep sky." Clearly, the words mean something to Jack. From the observation room Moss has seen enough of Jack's brutality, and ends the interrogation. Jack is taken to a holding room. He dials his cell phone, and a man answers. Jack gives his name. Tony gave him an old CTU phone code, and told him to call. The man on the other end identifies himself… it’s Bill Buchanan. Jack is shocked. Unshaved and dressed in all black, Bill asks about Tony's whereabouts. Jack says they are both at FBI headquarters, and that Tony was arrested for orchestrating a terrorist attack. Bill says they need to talk on a secure line, and hangs up. From his location Bill turns to Chloe O'Brian; who, with her dyed-brown hair, sits at a bank of computer monitors. She asks if he intends to tell Jack everything. Bill says he has to… if they hope to get Tony back undercover.
Henry Taylor returns from his visit to Samantha Roth. He is met by Ethan Kanin, who says he knows where the First Gentleman has been. Henry says he's convinced that Samantha knows something about Roger's "murder." Ethan says everyone else agrees that Roger's death was a suicide. Henry says Roger had no reason to take his own life. Ethan says Roger was about to be the focus of a Securities and Exchange Commission investigation for insider trading. Ethan hands him a copy of the SEC case file, adding that he and President Taylor kept it a secret from Henry to protect Roger's memory. Chloe has established a secure phone line, and Bill calls Jack. Bill says Tony is working deep undercover. There are people high up in the government, possibly even in the President's inner council, who are actively aiding the Juma regime. Bill says the government conspiracy is so widespread, they've been operating on their own without any other government agency's support. They need to get Tony out of FBI custody, and back undercover. Bill asks Jack to help break Tony out. Jack agrees. Bill says Chloe is hacking into the FBI's security system, and will help with the escape.
In the FBI analyst bullpen, Sean continues to try to get past the recently increased security, though it's not clear why. In the White House Henry Taylor gets a phone call from Samantha Roth. She tells him he was right all along: Roger didn’t kill himself, he was murdered. She asks if they can meet. He agrees. Back at the FBI Moss continues to question Tony, but gets nowhere. Walker and Moss confer. She wonders if they should try more forceful interrogation techniques (ie torture), but he can't believe what he's hearing. He cuts the conversation short, adding that he wants Bauer out of the building immediately. In the hallway Janis tells Walker that she thinks she found the security leak. She says someone recently circumvented the security fence in order to access the FAA database. She says she can find the user's ID by accessing the mainframe. Walker tells her to do it. In the mainframe room, Janis does her thing, and finds the name: Sean Hillinger. She turns to find Sean behind her, and freaks out. She accuses him of helping the terrorists. He admits to accessing the files; but he isn't in league with the terrorists, and says he can explain. He accessed the FAA database because was worried about his wife, who is on a flight which is still in the air. To prove what he is saying he pulls up a passenger manifest, and shows Janis the name. Janis believes him. Chloe calls Jack. She says she's hacked the FBI's servers. In addition to feeding the security cameras with looped footage of empty hallways, she will navigate Jack past any trouble spots. Walker comes in; she thanks Jack for his help, but says Moss wants to proceed without him. Jack grabs her from behind, and applies a choke hold, causing her to pass out. He takes her sidearm and key card.
In a blue van Bill is ten minutes from the rendezvous point outside FBI Headquarters. With Chloe on his headset, Jack heads towards the interrogation room where Tony is being held. Jack overpowers Moss and another guard; he and Tony begin their escape. With Chloe giving them turn-by-turn directions, they proceed out the path of least resistance. In the analyst bullpen Sean notices a deficiency in the strength of their signal router. He tells Janis. She investigates further, and determines that someone has hacked their sub-net, and gained access to the surveillance system. She resets the security server, which renders Chloe blind. As Janis regains control of the surveillance cameras she sees an unconscious Moss on the floor of the otherwise empty interrogation room. She notifies security, and alarms begin to sound. While Chloe tries to regain access to the FBI cameras, Jack and Tony head into a stairwell, and continue their escape without her help. Moss and Walker arrive at the bullpen as Janis locates the escapees on the surveillance cameras, and send agents to intercept. Chloe and Janis battle for control of the security cameras, and each expresses admiration for the others' skill. With both stairwell exits blocked, Jack breaks a window, and he and Tony climb out onto the parking lot roof. Chloe tells them Bill is almost there: they need to get to the North parking lot exit. In the parking structure teams of FBI agents corner Jack and Tony, who take cover. A shootout ensues. Jack lays down cover fire as Tony leaps to safety and waits for Bill. The SWAT team arrives, and Jack seems trapped. He smashes a car window, gets inside, and hotwires it. Bill arrives on the ground level. While lying on the car floor, Jack gets the car started. Telling himself that "this is going to hurt," he pushes the accelerator with his hand, and blindly crashes through a cement barricade. He drives off the second level of the parking garage, and crashes the car onto the ground below. Tony and Jack climb into the blue van, and it speeds away.
